Proposal and Technical Writer

The Proposal and Technical Writer will be a key member of the BLH Technologies, Inc., business development team. Working with the Chief Growth Officer and Vice President, Strategic Communications, the selected candidate will write and edit proposals and responses to Requests for Proposal (RFPs) and Requests for Information (RFIs). The Proposal and Technical Writer will determine proposal concepts through studying and researching RFPs, RFIs, etc., and attend strategy and review meetings.

Day to Day Accountabilities include but are not limited to

• Write, revise, and edit drafts of Federal Government proposal responses (including executive summaries and technical, management, past performance, resume, and pricing sections) and RFIs.· Synthesize information gathered from a variety of sources, including research and subject matter experts (SMEs), to develop proposal drafts and publication concepts that clearly communicate identified stories and win themes.· Develop proposal content, writing compelling text with win themes and differentiators, and ensure all requirements of the solicitation are met.· Improve proposal-writing results by evaluating and re-designing processes, approach, coordination, and boilerplates and offering ideas for improvement.· Organize and prepare information and data to write a variety of technical proposals/technical volumes for a Federal Government audience requiring in-depth knowledge and understanding of human services, public health, information technology (IT), and management consulting services.· Support the Business Development and Capture team throughout the proposal process, establishing and maintaining a project plan for meeting proposal deadlines by establishing priorities and target dates for information gathering, writing, review, and approval, coordinating requirements with contributors, and contributing proposal status information during review meetings.· Monitor government procurement sites and identify potential opportunities to support the BLH business pipeline.· Follow proposal-writing standards, including readability, consistency, and tone. Copyedit proposals for content, coverage, clarity, and voice consistency, recommending revisions and improvements to editorial standards as appropriate.· Manage proposal scheduling and compliance matrices, track fulfilment of all requirements, and conduct proposal progress status meetings.· Contribute to proposal graphics development.

Requirements

• Bachelor's degree in journalism, writing, language arts, or other related discipline.· 10+ years of proposal writing experience in response to Federal Government RFPs and RFIs.· Demonstrated understanding of the Shipley methodology and the procurement process for Federal agencies for compliant proposals.· Demonstrated understanding of win themes, proposal concepts, and the business development lifecycle.· Demonstrated understanding of the Federal market and government proposals.· Experience writing technical proposal volumes.
